Campaign kickoff set

The Lake County Bar Association and Prairie State Legal Services will begin their joint 2001-02 Campaign for Legal Services with an after-work reception Wednesday, Nov. 7, at Mickey Finn's in Libertyville.

 

Public defenders name award for Cunningham

The Illinois Public Defender Association will honor the memory of former member Richard E. Cunningham by presenting a Cunningham Award during its fall seminar this month in Urbana.

Cunningham, a public and appellate defender who was vice president of the Illinois Death Penalty Moratorium Project, died March 1 at age 56 of knife wounds reportedly inflicted by a mentally ill son. He had testified the previous day in a hearing by the governor's commission studying capital punishment.

Cunningham will be the first recipient, posthumously, of the award that bears his name. Future presentations will honor lawyers for extraordinary service, commitment and dedication to capital clients in Illinois.

The IPDA seminar will take place Friday and Saturday, Oct. 26-27, in Urbana's Holiday Inn. The award presentations on Friday will follow a 5:30 p.m. reception and dinner.

The office staff of State Treasurer Judy Baar Topinka will receive a Special Recognition Award for outstanding administration of the Capital Litigation Trust Fund that enhances the ability of public defenders to provide essential services to indigent defendants.

The seminar program will begin at 12:30 p.m. Friday, when attendees are welcomed by IPDA President David Brodsky of Lake County and Randall Rosenbaum of Champaign County.

At 12:40 p.m., private investigator Bill Clutter of Springfield will speak on Investigations in Criminal Cases: Evaluating Your Case and Working with an Investigator.

At 1:30 p.m., Forensic and Neuropsychology in the Courtroom from Pretrial Through Sentencing will be discussed by Robert Heilbronner of the NeuroBehavior and Rehabilitation Network and Antoinette Kavanagh of the Children and Family Justice Center.

At 3:20 p.m., Michael Morrissey, chief of the Cook County public defender's Felony Trial Division, will review The Proper Use of Experts in a Criminal Case.

At 4 p.m., the Friday program will end with a U.S. and Illinois Supreme Court Update from David Bergschneider of the Office of State Appellate Defender.

On Saturday, the seminar will resume at 9:15 a.m. with a presentation on Creating a PowerPoint Presentation and Building a Useful Case File on a Budget. The speaker is David Asma, senior investigator for the Lake County public defender.

At 11 a.m., Madison County public defender John Rekowski, a past president of the IPDA, will discuss Winning Your Case in Springfield: What Public Defenders and Criminal Defense Attorneys Need to Know About the Legislative Process.

To conclude the two-day seminar, DuPage County public defender Stephen Baker, an IPDA past president, will provide a Legislative Update at 11 a.m.

John Sandner, Bernard Judge earn Bill of Rights Awards

Chicago attorney John F. Sandner, former chair of the Chicago Mercantile Exchange, and Bernard M. Judge, editor and publisher of the Chicago Daily Law Bulletin, will be honored Wednesday, Nov. 14, by the Constitutional Rights Foundation Chicago. Both serve on the foundation's board of directors.

Sandner and Judge will receive Bill of Rights in Action Awards during a reception that begins at 5:30 p.m. in Preston Bradley Hall of the Chicago Cultural Center. Call (312) 663-9057 for reservations.

A 1968 graduate of the University of Notre Dame Law School and former trial attorney with Lane & Munday, Jack Sandner joined the Mercantile Exchange in 1971 and was elected to his first of several terms as its chair in 1980. He will be introduced by Andrew J. McKenna.

Bernie Judge, a former editor of both the Chicago Tribune and Sun-Times and general manager of the City News Bureau, joined the Law Bulletin in 1988. He will be introduced by Steve Neal.

The Constitutional Rights Foundation also will give special recognition to the Barry Elementary School, with a presentation by Peggy Davis, chief of staff of the Chicago Public Schools.

The foundation supports programs that prepare young students to serve their communities and nation as responsible citizens. The Bill of Rights Awards honor individuals who provide exemplary models of citizenship through professional and community endeavors.

Violence to be suburban court program topic

An Intervention and Prevention Conference on family violence will be conducted from 8 a.m. to 3 p.m. Monday, Oct. 29, at the Gaelic Park Banquet Hall in Oak Forest. Call (708) 974-6838 to register.

The presentation is sponsored by the Family Violence Prevention Coordinating Council and the 5th Municipal District of the Cook County Circuit Court.

Discussion topics will include the use in court of photographs showing injuries, cross-cultural awareness, identifying biases and stereotypes, stress management related to critical incidents, and violence against sibling, parents and grandparents.

The Hispanic National Judicial Council has named Cook County Judge Jesse G. Reyes to serve as judicial chair during the 26th annual convention of the Hispanic National Bar Association Oct. 17 to 21 in Philadelphia.

The treasurer of the Illinois Judges Association and past president of the Latin American Bar Association, Reyes is a former chair of the ISBA Committee on Minority and Women Participation.

Judicial appointments

Chicago attorney Lori M. Wolfson was appointed Oct. 1 to the Cook County Circuit Court vacancy caused by the resignation of Chief Judge Donald P. O'Connell. She will serve until December 2002.

A 1987 graduate of the Chicago-Kent College of Law, Wolfson joined the Cook County state's attorney's office and for the past three years has supervised the Felony Trial Division in the 2nd Municipal District in Skokie. She also has been a supervisor in the Juvenile Justice Bureau.

Wolfson has been a pro bono volunteer for the Center for Disability and Elder Law and the Friends of Refugees of Eastern Europe. She is the niece of Appellate Justice Warren D. Wolfson.

Grundy County State's Attorney Lance Peterson was appointed an associate judge of the 13th Circuit in August. He replace Judge Robert Marsaglia, who was elevated to the circuit court in July after the death of Judge Robert Adcock.

A 1993 graduate of The John Marshall Law School, Peterson was a law clerk to Tobias Barry in the Appellate Court and to Mary Ann McMorrow in the Supreme Court. He was an associate with a Morris law firm before his election in 1996 as state's attorney.

Peterson has chaired the Metropolitan Area Narcotics Squad Police Board and served on the board of Breaking Away, a domestic violence shelter. He was honored by the 13th Circuit Family Violence Council.

Former 10th Circuit Associate Judge Charles A. Covey was recalled to the bench Oct. 1 to fill the vacancy of retired judge Robert A, Barnes Jr. as Marshall County resident judge. He will serve until December 2002.

Chief Judge Timothy C. Evans of the Cook County Circuit Court, former presiding judge of Law Division, has appointed Judge William D. Maddux as acting presiding judge of the division.

Judge Mary A. Mulhern was transferred from the Law Division administrative call to replace Judge Maddux as a trial judge, and Judge Bill Taylor has switched from the jury section to the administrative call.

Judge Evans also moved Judges Arnette R. Hubbard of the 1st Municipal District and Stuart A. Nudelman of the 3rd Municipal District to the Law Division. Judge Ronald F. Bartkowicz was transferred from the division's jury section to the commercial calendar section.

The U.S. Court of Appeals for the 7th Circuit has reappointed Bankruptcy Court Judge Ronald Barliant to another 14-year term when his current term ends Dec. 31. A 1969 graduate of the Stanford University Law School, he has been a bankruptcy judge since 1987.

Retirement announced

Stephen G. Evans of Macomb, former chief judge of the 9th Circuit, retired in August to return to a private practice that will include arbitration and mediation. A judge since 1975, he served as chief judge in 1989-91 and 1997-99.

Judge Evans has been honored by the Illinois Coalition Against Domestic Violence and Mothers Against Drunk Drivers, and recently was named a Distinguished Graduate by the University of Illinois College of Law.

Highlights of Rome, Venice, Florence on March itinerary

ISBA President Tim Eaton and his family will lead a state bar-sponsored travel program in Italy next spring, with visits to Rome, Florence and Venice during Holy Week.

JMLS program on cybercrime put off to May

Because of the recent terrorist attacks in New York and Washington, D.C., The John Marshall Law School Center for Information Technology and Privacy Law has postponed the Cybercrime Conference is had planned to conduct Oct. 25-20 with the American Bar Association Section of Criminal Justice.

Many guest speakers work for government agencies that are involved in the resulting investigations. The conference has been rescheduled to May 9-11. Call Leslie Reis, (312) 987-1425, for more information.
