Governor wins hot contest for village trustee

Flexing political instincts he honed as president of the 1975 class at The John Marshall Law School and its chapter of the Phi Alpha Delta Law Fraternity, Chicago attorney Russell W. Hartigan won a campaign last month for trustee of the Village of Western Springs.

The slated caucus candidate, Hartigan was challenged by another attorney, Micheal A. DeBartolo, and a doctor, Paul Thomas. It was the village's first contested election in 25 years.

Elected to the ISBA Board of Governors in 1998 and re-elected in 2001, Hartigan served three terms on the ISBA Assembly. He is a commissioner of the Western Springs Zoning Board of Appeals, an elected trustee of the Lyons Township School Board and president of the Lyons Township Mental Health Board.

Hartigan has gained further political insights as municipal attorney for Berwyn and Evanston. He is a Fellow of the Illinois Bar Foundation and an adjunct professor at the DePaul University College of Law and Northwestern University School of Law.

Utilities globalization aired

Paul G. Foran, vice president of regulatory programs for the American Water Works Service Co., will speak on "Globalization and the Utility Industry" on Monday, May 5, in the Chicago Regional Office.

The open meeting of the ISBA Public Utilities and Transportation Law Section will begin at 12 noon. Interested ISBA members may bring lunches or purchase box lunches in advance.

Foran, a former partner in an Illinois law firm where he represented telecommunications companies, municipalities, and industrial energy and water users, joined American Water Works in 1999.

A graduate of the University of Illinois College of Law and former commissioner of the Illinois Commerce Commission, he served on the U.S. Environmental Protection Agency's National Drinking Water Advisory Council, and the Public Council on Water Supply Research.

Please call Ann Boucher at (800) 252-8908 for reservations.
