The Illinois Bar Foundation will continue to fund charitable and educational programs that promote public understanding of the law and improve the administration of justice.

THE BAKARI INSTITUTE EAST ST. LOUIS ST. CLAIR COUNTY - $3,500 TO FUND ITS JUVENILE ARTS & JUSTICE PROGRAM, an after-school program for teens. The Bakari Institute works to prevent juvenile delinquency and reduce recidivism by employing mentoring, tutoring, community service and performance showcases. Of the 34 teens participating in the program, 30 come from homes where the father has been involved in the criminal justice system.

BETTER GOVERNMENT ASSOCIATION CHICAGO COOK COUNTY - $3,000 TO FUND THE COURT WATCHERS PROGRAM. The Court Watchers program places over 100 volunteer monitors into the six district courts of the Circuit Court of Cook County to monitor the administration of justice and the operation of the court from a lay perspective.

BIG BROTHERS BIG SISTERS OF SANGAMON COUNTY SPRINGFIELD SANGAMON COUNTY - $4,500 FOR ITS JUVENILE MENTORING PROGRAM. Big Brothers Big Sisters provides positive role models for at-risk youth between the ages of 6 and 18 referred by Sangamon County Juvenile Services.

BIG BROTHERS BIG SISTERS OF METROPOLITAN CHICAGO CHICAGO COOK COUNTY - $3,000 FOR ITS FOCUS ON GROWTH CAMPAIGN. With a waiting list of more than 200 youth, the Focus on Growth Campaign's objective is to aggressively increase its one-to-one mentoring services to provide friendship, emotional support and guidance to youth through sustainable relationships with adult role models.

CABRINI GREEN LEGAL AID CLINIC CHICAGO COOK COUNTY - $7,000 TO SUPPORT ITS VOLUNTEER PROGRAM. In 2002, CGLA provided legal services to more than 920 individuals in the areas of family, housing and criminal law.

CARPLS CHICAGO, IL COOK COUNTY - $9,500 TOWARD THE SALARY OF A PART TIME STAFF ATTORNEY. CARPLS legal assistance hotline provides low income clients with immediate access to legal advice, referrals and brief services and streamlines the legal aid system in Cook County. CARPLS attorneys resolve more than 65% of its cases without the need for further referral, alleviating the burden on traditional legal aid programs designed to provide in-court representation.

CENTER FOR DISABILITY AND ELDER LAW CHICAGO COOK COUNTY - $7,000 TO FUND THE PARTNERSHIP FOR DEVELOPMENT MENTORING PROGRAM. The mentoring program pairs new and experience attorneys on pro bono cases for the disabled and elderly in Chicago.

CHICAGO COMMITTEE TO DEFEND THE BILL OF RIGHTS CHICAGO COOK COUNTY - $1,200 TO SUPPORT EDUCATIONAL SEMINARS on the First Amendment and due process rights in the post 9-11 era.

CHICAGO LEGAL CLINIC CHICAGO COOK COUNTY - $3,000 TO PROVIDE LEGAL SERVICES and education to the poor and near poor of the greater Chicago area. CLC maintains neighborhood offices are located is Austin, Pilsen and South Chicago.

CHICAGO METROPOLITAN BATTERED WOMEN'S NETWORK CHICAGO COOK COUNTY - $1,000 FOR THE BATTERED WOMEN ON THE DEFENSE PROJECT CENTRALIZED TRAINING INSTITUTE. The Battered Women on the Defense Project was created to address the needs of battered women who are defending themselves in the criminal justice system for defending themselves against their batterers. The Centralized Training Institute brings together advocates and attorneys to share training and resources.

COURT APPOINTED SPECIAL ADVOCATES (CASA) VARIOUS COUNTIES ACROSS ILLINOIS - $15,000 TO NINE DIFFERENT CASA PROGRAMS located in Champaign, Cook, DuPage, Jersey, Kane, LaSalle, Lee/Carrol, Will and Winnebago Counties. CASAs are trained community volunteers appointed by a juvenile or family court judge to speak for the best interests of abused and neglected children who are brought before the court.

COMMUNITY ECONOMIC DEVELOPMENT LAW PROJECT CHICAGO COOK COUNTY - $3,000 TO FUND A SPANISH-SPEAKING ATTORNEY to translate educational materials, represent clients and participate in an entrepreneurial training program. CEDLP's core program is to increase the capacity of non-profit community based organizations to provide economic and housing development services, including affordable housing, access to financing, employment and job training, to low-income residents.

EAST CENTRAL ILLINOIS AREA AGENCY ON AGING BLOOMINGTON EAST CENTRAL ILLINOIS - $4,500 FOR ITS LONG TERM CARE OMBUDSMAN PROJECT. Volunteer ombudsmen visit residents of 123 licensed long- term care facilities in 16 counts in East Central Illinois, inform them of their rights under the Older Americans' Act and empower them to advocate on their own behalf.

EQUAL JUSTICE ILLINOIS CAMPAIGN CHICAGO STATEWIDE - $2,500 TO FUND A PUBLIC INFORMATION CAMPAIGN to educate opinion leaders in Illinois about the need for more state resources to help Illinois residents understand their rights and responsibilities under the law and to help low income families resolve their civil legal problems. This effort is being led by former Senator Paul Simon and Governor Jim Thompson.

EVANSTON COMMUNITY DEFENDER EVANSTON COOK COUNTY - $4,500 TO SUPPORT ITS LEGAL SERVICE PROGRAM. The mission of the Evanston Community Defender is to provide, and maintain, an accessible, community based legal service program, which integrates the practices of law and social work services for the benefit of low income youth age 21 and younger and their families who have legal matters in the juvenile welfare/school system and adult criminal court.

FIRST DEFENSE LEGAL AID CHICAGO COOK COUNTY - $4,500 FOR PROJECT E.A.G.L.E. (Englewood's Access to Genuine Legal Empowerment). Through a three-pronged approach of legal advocacy, legal education and policy advocacy, Project E.A.G.L.E. is empowering one of the nation's poorest and disenfranchised communities by ensuring that residents understand their legal rights and responsibilities when stopped by the police.

GENESIS HOUSE CHICAGO COOK COUNTY - $3,500 TO PROVIDE FEMALE EX-OFFENDERS in Chicago the tools necessary to successfully re-enter society. Genesis House reaches thousands of women involved in prostitution each year and gives them the rehabilitative services they need to permanently exit prostitution and the criminal justice system.

GRIFFIN CENTER BELLEVILLE ST. CLAIR COUNTY - $3,850 TO FUND AN AFTER SCHOOL PROGRAM FOR AT RISK YOUTH. The Griffin Center provides children living in six of East St. Louis' poverty stricken, violent public housing complexes with after school social recreation, tutoring programs for school aged children and violence prevention training.

HENRY COUNTY CHILDREN'S ADVOCACY CENTER CAMBRIDGE HENRY COUNTY - $6,000 TO TRAIN PROFESSIONALS involved with the investigation, prosecution and service delivery to child sexual abuse victims and their families. The mission of the Advocacy Center is to lessen the traumatization of child abuse victims by providing a coordinated approach in a child-friendly environment, which will assist with the successful prosecution of the offender, ultimately lessening the rate of child abuse in the community.

ILLINOIS COALITION FOR EQUAL JUSTICE CHICAGO STATEWIDE - $5,000 TO STAFF THE COALITION. The Illinois Coalition for Equal Justice brings together diverse stakeholders in the State to coordinate, support and encourage initiatives that increase access to justice in Illinois. The Coalition's members are broadly representative of the equal justice community, including bar leaders, legal services providers, judges, executive branch officials, legislators, court personnel, mediation service providers, law school faculty, representatives of local government, funders and social service providers.

ILLINOIS CHANNEL SPRINGFIELD STATEWIDE - $9,000 TO DEFRAY THE COSTS OF TELEVISING ORAL ARGUMENTS BEFORE THE ILLINOIS SUPREME COURT and other law-related programs during the pilot year of operations of this new state public affairs television network. The mission of the Illinois Channel is to provide citizens with the means to watch their state government at work and to provide elected and appointed officials with a direct conduit to citizens.

ILLINOIS STATE BAR ASSOCIATION SPRINGFIELD STATEWIDE - $2,000 to update the ISBA's online Guide to the Illinois Statutes of Limitations.

ILLINOIS TECHNOLOGY CENTER FOR LAW AND THE PUBLIC INTEREST CHICAGO COOK COUNTY - $8,000 TO SUPPORT THE ACQUISITION OF TECHNOLOGY for 4 Illinois legal services providers to access and contribute to the legal resources being developed by ITC for its pro bono (www.Illinoisprobono.org), pro se (www.illinoislawhelp.org) and legal service provider (www.illinoislegalaid.org) websites. Programs receiving technology upgrades include: Center for Disability and Elder Law, Legal Aid Bureau of Metropolitan Family Services, Midwest Immigrant and Human Rights Center, and Uptown People's Law Center.

ILLINOIS YMCA YOUTH AND GOVERNMENT CHAMPAIGN STATEWIDE - $3,750 TO FUND THE JUDICIAL BRANCH OF THE YMCA YOUTH AND GOVERNMENT PROGRAM. Youth and Government prepares young people for moral and political leadership in the American democratic process by providing guidance, training and experience in all three branches of government. During this seven-month intensive training period, youth attorneys conduct a trial in an actual courtroom and appeal a case before a Youth Supreme Court in Springfield.

JOHN HOWARD ASSOCIATION CHICAGO STATEWIDE - $4,500 TO SUPPORT THE JUVENILE JUSTICE REFORM INITIATIVE. John Howard Association has a 101-year history of working toward fair and effective correctional programs that are responsive to the needs of both offenders and the general community. JJRI involves an expanded, intensified and refined monitoring protocol for the visitation of 25 juvenile detention and correctional facilities in Illinois and advocacy efforts to create alternatives to detention for youth and increasing the availability and range of community-based correctional programming for incarcerated youth.

KANE COUNTY BAR FOUNDATION ST. CHARLES KANE COUNTY - $3,000 TO FUND CONSTRUCTION OF A CHILDRENS' WAITING ROOM in the Kane County Judicial Center. This waiting room will provide, at no charge, a safe, supervised drop off center for children brought to the Judicial Center by parents or guardians who have court business.

LAND OF LINCOLN LEGAL ASSISTANCE FOUNDATION ALTON 65 COUNTIES IN SOUTHERN ILLINOIS - $11,500 TO UPDATE ITS COMMUNITY INFORMATION MATERIALS. These updated publications will assist Land of Lincoln in educating the eligible client population and the social service providers that encounter them how Land of Lincoln can remedy some of their problems through legal services. LOL provides free, civil legal assistance to low-income persons and senior citizens in 65 counties in Southern and Central Illinois through 8 branch offices and a centralized Legal Advice and Referral Center.

LAWYERS ASSISTANCE PROGRAM CHICAGO STATEWIDE - $5,000 TO PROVIDE CONFIDENTIAL ASSISTANCE to lawyers, judges, law students and their families, friends and colleagues with issues of alcohol addiction, drug abuse and mental health issues.

LEGAL AID BUREAU OF METROPOLITAN FAMILY SERVICES CHICAGO COOK COUNTY - $4,500 FOR ITS DOMESTIC VIOLENCE PROJECT. LAB's mission is to engage in legal assistance that protects children and provides economic stability. LAB's practice is solely in the area of family law where minor children are in jeopardy due to domestic violence, child abduction, custody disputes or lack of child support. The Domestic Violence Project effectively addresses the legal, emotional and financial needs of domestic violence victims and their children.

LIFE SPAN CHICAGO, IL COOK COUNTY - $2,500 TO SUPPORT LIFESPAN'S CENTER FOR LEGAL SERVICES AND ADVOCACY. The Center provides representation for domestic violence victims in domestic relations proceedings including orders of protection, divorce, child custody, support and visitation. Legal assistance over counseling is viewed by battered women as crucial to their immediate safety.

MIDWEST JUVENILE DEFENDER OFFICE CHICAGO STATEWIDE - $2,000 TO PROVIDE ATTORNEYS WITH RESOURCES TO ENSURE EXCELLENCE IN JUVENILE DEFENSE and to promote justice for all children.

MIDWEST WORKERS ASSOCIATION CHICAGO COOK COUNTY - $7,000 FOR ITS LEGAL ADVICE, EDUCATION AND ADVOCACY BENEFIT DEVELOPMENT PROGRAM. Funds will be used to build confidential work areas on an unrenovated second floor to provide private interview spaces and telephone lines for volunteer attorneys.

OKAW VALLEY COUNCIL, BOY SCOUTS OF AMERICA BELLEVILLE ST. CLAIR COUNTY - $2,500 TO SUPPORT ITS YOUTH DIVERSION PROGRAM, an alternative to the formal court system for first time non-violent youth offenders arrested in St. Clair County.

PEER COURT, INC. DANVILLE VERMILION COUNTY - $3,000 TO FUND THEIR JUMP START PROGRAM. Jump Start offers youth offenders an educational and therapeutic setting to aid in reducing the rate of recidivism through anger management, coping skills and peer pressure. The mission of Peer Court is to provide a juvenile diversion program to offer positive alternatives to formal court proceedings for first time offenders thereby reducing the case load in the juvenile court system.

PRAIRIE STATE LEGAL SERVICES, INC. ROCKFORD, IL NORTHERN AND CENTRAL ILLINOIS - $7,000 FOR ITS TELEPHONE COUNSELING SERVICE. With over 20,000 callers each year, Telephone Counseling service attorneys provide critical intake management services allowing staff attorneys to focus their time on cases which require more extensive investigation and representation, while affording eligible applicants with prompt advice and referral. As the only provider of legal services in 35 counties in northern and central Illinois, Prairie State's services are integral to a broad portion of our state.

PRO BONO ADVOCATES CHICAGO COOK COUNTY - $2,000 TO SUPPORT ITS CIVIL COURT CLINIC FOR ORDERS OF PROTECTION. Pro Bono Advocates mission is to provide free legal services and referrals to low income Cook County residents who have been subjected to domestic violence to help them achieve safety from abusive relationships.

PROMISES OF DUPAGE GLEN ELLYN DUPAGE - $1,500 FOR ITS INTENSIVE IN-HOME MENTORING PROGRAM. Promises of DuPage partners with the DuPage County Department of Juvenile Probation and the Illinois Department of Children and Family Services to provide at-risk teens with one-to-one mentoring.

PUBLIC INTEREST LAW INITIATIVE CHICAGO, IL NORTHERN ILLINOIS - $4,000 FOR ITS PRO BONO INITIATIVE FOR THE NEW MILLENNIUM, a broad-based collaboration of businesses interested in addressing the enormous problem of the unmet legal needs of low-income people. Representatives are collaborating on three issues: 1) How to meet the unmet needs of the poor; 2) How to design, implement and foster pro bono programs; and 3) How to involve transactional lawyers in pro bono work.

ST. LEONARD'S MINISTRIES CHICAGO, IL COOK COUNTY - $2,500 FOR ITS ADULT HIGH SCHOOL PROGRAM. St. Leonard's Ministries assists individuals who have come through the state's legal and penal systems and helps them remain successfully separated from these systems in the future. The high school program participants earn a high school diploma, situating them better to secure and retain suitable employment.

SAFE PASSAGE ROCK ISLAND ROCK ISLAND COUNTY - $3,000 TO SUPPORT THE VISITATION EXCHANGE CENTER of the Illinois 14th Judicial Circuit, providing a safe and neutral site for divorced or separated parents to exchange their children for court-ordered visitation without personal contact between the parents.

SARAH'S INN OAK PARK COOK COUNTY - $2,500 FOR ITS COURT ADVOCACY PROGRAM. The advocacy program works to increase women and children's safety and to assure that domestic violence victims understand their options when seeking assistance from the criminal justice system. This program addresses a victim's specific concerns and advocates on her behalf to the judiciary and law enforcement communities.

A WOMEN'S FUND, INC. URBANA PIATT COUNTY - $1,500 TO PROVIDE LEGAL ADVOCACY TO DOMESTIC VIOLENCE VICTIMS IN PIATT COUNTY. Advocates will assist with Emergency Orders of Protection and provide follow up for those victims seeking a plenary Order of Protection.

WORLD RELIEF CHICAGO COOK COUNTY - $3,000 FOR ITS IMMIGRANT LEGAL SERVICES PROGRAM. Counselors assist qualified immigrants with the legal documentation to adjust immigration status and to bring eligible family members to the United States and self-petitions for residency for victims of domestic violence (VAWA).
