Retired jurist appointed LAP’s downstate director

Retired 20th Circuit Associate Judge James M. Radcliffe III, a member of the Lawyers’ Assistance Program board, became its new associate director in the Belleville office on Jan. 2.
A Chicago native and graduate of The John Marshall Law School, Radcliffe practiced law for 11 years before his 20-year tenure on the bench.
He succeeds Joseph Bartylak, who resigned for health-related reasons. Illinois Supreme Court Justice Lloyd A. Karmeier is expected to name a replacement for the Radcliffe board vacancy.
The Southern Illinois office of LAP has been relocated from Alton to 2217 W. Main St., Belleville 62226. The new telephone number is (618) 233-1527.
In her report to the ISBA Assembly on Dec. 8, LAP executive director Janet Piper Voss noted that client numbers continue to increase.
Of the record number served during the past fiscal year, 55 percent were self-referrals. The proportion of women lawyers served increased from 21 to 33 percent.
Voss said LAP has expanded its services to include facilitated support groups, 12-step meetings in the Chicago office, and more in-office counseling. It has become an MCLE provider of professionalism and ethics programs.
Although the LAP annual budget is $428,000, the office had received only $375,000 because of sweeps by the governor of earmarked allocations into general revenue funds.
